Head of IT Planning & Expense Management

Responsible for driving the strategic alignment of IT investments, ensuring financial efficiency, optimizing vendor performance, and maintaining governance frameworks across IT operations and functions. This role oversees IT financial management, vendor contract oversight, risk and compliance governance, project management governance, and track strategic initiative execution. 

The ideal candidate has a strong financial acumen, experience in IT governance, and expertise in managing enterprise-level IT processes in pursuit of IT and Business Objectives.

Roles and Responsibilities:

Financial Management & Cost Optimization

• Develop and manage the IT budget, forecasting, and financial reporting.
• Track IT expenses, cost allocations, and cost center maintenance.
• Identify opportunities for cost optimization and efficiency improvements.
• Ensure financial alignment with corporate and IT strategy

Vendor Performance & Contract Management

• Oversee vendor contracts, renewals, and negotiations to ensure value for IT services.
• Monitor vendor performance through key metrics and SLAs.
• Partner with procurement and legal teams to ensure contract compliance and risk mitigation.
• Optimize vendor relationships to enhance cost-effectiveness and service quality.

Tech Risk Controls & Compliance Governance

• Ensure IT policies, controls, and compliance frameworks align with regulatory and security requirements.
• Collaborate with internal audit, risk, and security teams to mitigate IT risks.
• Oversee IT governance models and compliance with industry standards (e.g., SOX, GDPR, NIST, ISO 27001).

Project Management Office (PMO) & IT Governance

• Lead the governance framework for IT projects and strategic initiatives.
• Ensure consistent project prioritization, execution, and reporting.
• Implement best practices in project governance, risk management, and delivery assurance.
• Challenge, identify and recommend resolution in conjunction with delivery platform teams to ensure on time and quality delivery

IT Strategic Initiatives Governance

• Drive the execution of IT strategic initiatives aligned with business goals.
• Establish governance models for technology transformation programs.
• Collaborate with senior IT and business leaders to ensure successful initiative execution.

Minimum Job Requirements:

Education & Experience:

  • Bachelor’s degree in IT, Business, Finance, or related field

  • 12+ years of experience in IT strategy, IT financial management, vendor management, or IT governance.

  • Experience in IT budgeting, cost optimization, and financial planning.

  • Proven track record in managing IT vendor contracts and performance.

  • Strong knowledge of IT risk management, compliance frameworks, and governance models.

  • Experience working in a Project Management Office (PMO) or strategic IT planning role.



Technical & Business Skills:

  •  Good grasp of IT financial management 

  •  Strong knowledge of IT governance frameworks and risk controls.

  •  Ability to develop and enforce IT policies, compliance frameworks, and strategic governance models.

  •  Familiarity with contract negotiation, vendor SLAs, and supplier risk management.
